Mozambique is inviting Independent Power Producers (IPPs) and private developers to participate in a major renewable energy initiative aimed at expanding access to electricity in rural areas.
The project, backed by the German government through KfW Development Bank, targets the deployment of solar-powered mini-grids with integrated battery energy storage systems (BESS) across Nampula province.
The tender, issued by Mozambique’s Energy Regulatory Authority (ARENE), covers four separate Lots, comprising multiple mini-grid systems with individual installed capacities ranging from 25 kWp to 100 kWp. Collectively, the initiative will add up to 3 MW of decentralised, clean energy to the province’s energy mix.
Under the scope of this international competitive bidding (ICB) process, ARENE will prequalify between two and four developers, with up to eight applicants shortlisted. The selected developers will be responsible for financing, designing, constructing, owning, operating, maintaining, and eventually transferring the mini-grids in line with Mozambique’s public-private partnership regulations and KfW procurement guidelines.
This programme forms part of the “Green People’s Energy for Africa: Mozambique” initiative (BMZ 2018 68660), which is designed to promote decentralised renewable energy access through private sector participation and long-term sustainability.
Developers must demonstrate proven experience in mini-grid deployment and the ability to implement sub-projects in remote, off-grid communities. With growing interest in rural electrification and climate-resilient infrastructure, this tender represents a significant opportunity for experienced energy developers to enter or expand operations in the Mozambican market.
As energy access remains a pressing issue across Africa, Mozambique’s initiative not only aligns with the government’s Vision 2030 but also showcases a viable model for leveraging concessional finance and regulatory innovation to catalyse sustainable development.
