Oil Revenues Under Pressure as Prices Disappoint

Although the country recorded an increase of over 100% year-on-year in oil sales in the fourth quarter of 2025, generating a total of 4.27 trillion kwanzas, Angola earned less money from oil than planned in the 2025 General State Budget (OGE)

According to the Quarterly Implementation Report of the 2025 OGE, to which OPaís had access, during the period under review, the average price of Brent—the main benchmark for Angolan oil—stood at $62.6 per barrel, below the $70 projected for its sale. The difference was $7.4, equivalent to about 10.6% below the figure estimated in the 2025 OGE.

The document also states that average daily oil production for the quarter in question stood at 1.051 million barrels per day, representing a 4.2% shortfall from the target set in the 2025 State Budget, which had projected 1.098 million barrels per day. The daily average for the period, compared to the average daily oil production recorded in 2024—when a total of 1.124 million barrels per day was reached—showed a 6.5% decrease.

Compared to the same period in 2024, when production reached 1.122 million barrels per day, a 6.3% decrease was also observed. Technical and environmental factors are to blame The Ministry of Finance attributes the decline in oil production to losses associated with operational, technical, and environmental factors in the most affected blocks, namely Block 0, Block 3/05, Block 15/06, Block 17/06, and Blocks 18 and 31.
