Commercial, service and industrial electricity consumers in Angola face tariff increases of up to 20% under a new pricing schedule set by the Energy and Water Services Regulatory Institute (IRSEA), which is due to take effect within the coming weeks.
According to information obtained by Expansão, the new tariff framework consolidates these consumers under a single category — ‘Commerce, Services and Industry’ — divided into two sub-groups: low-voltage and medium-voltage clients.
For low-voltage consumers, the fixed-charge component of the tariff will rise by 13%, while the variable component will increase by 15%. Medium-voltage clients will face steeper adjustments: a 15% rise in the fixed charge and a 20% increase in the variable charge.
The triennial tariff review covering 2025 to 2028 also introduces an entirely new category — ‘Large Consumers’ — defined as all clients of state electricity distributor ENDE with installed capacity of 2,000 KVA or more. The category currently encompasses 446 clients nationwide. Large consumers on medium voltage will pay 239.2 kwanzas per kilowatt-hour under the fixed-charge component, and 41.91 kwanzas per kilowatt-hour under the variable component.
Domestic consumers are shielded from the current round of increases. Household tariffs remain unchanged following an 11.5% rise implemented last year, with the average residential rate standing at 12.8 kwanzas per kilowatt-hour.
The regulator justified the adjustments on the grounds of the need to ‘reinforce the economic and financial equilibrium of companies that form part of the public electricity system, ensuring the sustainability of the sector and creating conditions for new investment in the expansion and modernisation of national electricity infrastructure.’ IRSEA also cited the ‘need to promote greater economic efficiency in service delivery, enabling sector companies to respond to operational challenges and to the growing demand for energy in the country.’
The increase in tariffs for large consumers is also linked to a World Bank financing package approved in March, which includes a loan of US$750 million along with an associated guarantee tied to the implementation of sector reforms.
