Angolan Government Concerned About Low Levels of Oil Block Exploration

“We are therefore fully available to work together with our partners to mitigate the identified constraints,” assured Angola’s Minister of Mineral Resources, Petroleum and Gas, Diamantino Azevedo.

Speaking this week in Luanda, Minister Diamantino Azevedo acknowledged that the low intensity of exploration activities—reflected in the underperformance of several work programs—is a matter of concern for the Angolan government.

In his opening speech at the 2nd Onshore and Inland Basins Exploration Forum, Azevedo emphasized that the industry’s challenges go beyond investment.

“We are fully committed to working with our partners to address the identified challenges. In this context, we reaffirm our commitment to revitalizing exploration activity in the onshore blocks of the Lower Congo and Kwanza basins, as well as in the inland basins—which represent a new frontier of opportunity,” he said.

The minister strongly believes that small and medium-sized enterprises will play a strategic role in creating local value, positioning themselves as key players in driving growth and innovation during this new phase of oil exploration in Angola.

“Angola will continue creating conditions to facilitate investment, ensure legal security, and promote a stable and mutually beneficial business environment. Our vision is clear: explore responsibly, grow sustainably, and innovate consciously. To the investors present here, our appeal is simple but firm: invest in Angola’s onshore sector—bring technology, capital, and knowledge,” he urged.

On another note, Diamantino Azevedo expressed deep sorrow for the workers who lost their lives on the BBLT platform in Block 14, stating they served with courage, dedication, and professionalism.

“To the injured, we wish a full recovery. To the families—both of those who passed and those still fighting—we extend our deepest sympathy. You are at the center of our pain and our concern. These losses remind us that every operation involves human lives and that safety must always be our top priority,” he warned.
