Angola's National Assembly on Friday ratified a grant agreement with Japan worth approximately nine million US dollars (1.5 billion yen) to develop the country's terrestrial digital television transmission network, passing the measure with 160 votes in favour.
The approval came during the fourth legislative session of the Fifth Legislature, with parliamentarians endorsing the initiative as part of the bilateral friendship and cooperation framework between the two countries.
The donation agreement was signed in August 2025 in Yokohama, Japan, and is designed to strengthen technical and institutional capacity in Angola's telecommunications and broadcasting sector.
Beyond its primary focus on capacity-building, the project will support the reinforcement of transmission systems in Angola's southern region, the expansion of the terrestrial digital television transmission network, the modernisation of broadcasting infrastructure, and the optimisation of radio spectrum use — with the overall objective of improving the population's access to digital television services.
The initiative is also expected to drive broader technological development across the telecoms sector, building on existing cooperation ties between Luanda and Tokyo.
The agreement includes fiscal and customs exemptions with a direct bearing on Angola's domestic tax and legal framework, effectively setting aside the application of certain existing tax regulations within its scope — a circumstance that requires the National Assembly's legislative competence to ratify.
