Angola’s Digital Acceleration Project (PADA) is targeting coverage of 10 million people by March 2030, as the government presses ahead with efforts to fast-track the country’s digital transformation and broaden access to public services.
The target was disclosed by David Nhunga, Procurement Consultant at the Institute of Administrative Modernisation (IMA), during a presentation of the PADA at the project’s third Steering Committee meeting, held on Thursday in Lusaka, Zambia.
The meeting brought together representatives from the five member states implementing the project — Angola, the Democratic Republic of Congo (DRC), Zambia, Malawi and Eswatini — alongside delegates from the Common Market for Eastern and Southern Africa (COMESA) and the World Bank.
The agenda focused on identifying priority technical issues, assessing risks and highlighting immediate challenges and opportunities for project implementation across the beneficiary countries.
Among the key performance indicators cited by Nhunga, the PADA also targets a significant expansion of universal broadband internet access, with a goal of raising the number of users from 14,743,807 to 19.7 million by March 2030.
The project further aims to widen access to digital opportunities in the entrepreneurship sector, setting a target of 400 companies adopting technology products to deliver green digital services by the same deadline.
The Digital Acceleration Project is a government initiative backed by US$300 million in World Bank financing, designed to drive digital transformation across Angola.
Coordinated by the IMA, the project falls under Angola’s Public Administration Digital Transition Agenda and is directed at modernising the country’s digital infrastructure while improving the delivery of public services.
The third PADA Steering Committee meeting took place following the first Annual Forum on Inclusive Digitalisation for Eastern and Southern Africa (IDEA 2026), also held in Lusaka, where participating countries gathered to review progress and examine the main challenges facing the initiative.
