Privatizations Yielded €696 Million To The State, Around 59% Of Contracted Value

The Angolan state has so far collected about 59% of the total contracted value under the Privatization Program (Propriv), corresponding to 757 billion kwanzas (€696 million), according to official data.

According to information from the Institute for the Management of State Assets and Holdings (IGAPE) consulted by Lusa, the total contracted value amounts to 1.275 trillion kwanzas (€1.17 billion), leaving approximately 508 billion kwanzas (€468 million) yet to be received by the state treasury.

The difference between the contracted value and the amount already collected results from privatization contracts that provide for phased payments over time, meaning the value is recorded at the time of award, but the financial inflow occurs progressively.

In addition, IGAPE also identifies cases of non-compliance, which explain the outstanding amounts, currently totaling around 110 billion kwanzas (€101 million), with a contractual compliance rate exceeding 92%.

Since the program began in 2019, 121 of the 170 assets initially listed under Propriv have been privatized, of which 115 processes have been completed. Among the most valuable assets sold to date are stakes and companies in the financial sector, particularly Banco de Fomento Angola (BFA), industrial units, and hotel projects.

This week marked the first Propriv meeting in 2026, during which the Secretary of State for Finance and Treasury, Ottoniel dos Santos, highlighted the “significant progress” achieved in 2025 during the privatization process and noted the program’s contribution to employment, with over 5,000 jobs created.

According to a note published on the Ministry of Finance’s website, in 2026 the government plans to continue privatizations via the capital market, with a focus on transactions involving stakes in Standard Bank Angola and Unitel. The sale of the state’s stake in Standard Bank Angola is scheduled for the first half of the year.
