Kilamba City to Have Its ‘Own’ SIAC Valued at 11.4 Million USD

Kilamba City, in Luanda province, will soon have a SIAC (Integrated Citizen Service), with an investment costing the public coffers 10.5 billion kwanzas (about 11.4 million dollars), according to the magazine Economia & Mercado.

For this public works project, whose budget already includes expenses related to supervision and equipping services, the President of the Republic chose the Simplified Procurement procedure.

In the document authorizing the funding, João Lourenço explains that the goal of his government is to expand the SIAC network across the national territory and thus ensure greater proximity of public services to citizens and businesses.

This investment, according to Presidential Decree no. 166/25 of June 27, is part of the 2023-2027 National Development Plan, which includes actions aimed at promoting balanced and harmonious development of the country, as well as decentralization and deconcentration of Public Administration services.

In the decree, which E&M had access to, there are two other expense authorizations, relating to the construction, supervision, and equipping of a SIAC in the municipality of Kuito, the capital of Bié province, with an equal value of 10.5 billion kwanzas.

Also in Decree no. 166/25 of June 27, the Head of the Executive Power gives the green light for the construction, supervision, and equipping of a Professional Training Pavilion in Arts and Crafts in the Ramiros commune, Belas municipality, in Luanda, budgeted at 1.192 million dollars.

The Minister of Public Administration, Labour, and Social Security is delegated authority by the President of the Republic, with the power to subdelegate, to approve the procedural documents as well as verify the validity and legality of all acts related to the signing of the respective contracts.
