Mandatory Electronic Invoicing In January 2026

The implementation of the new invoicing rule will begin with large taxpayers, and on January 1, 2027, it will be extended to all companies with tax headquarters in Angola.

Angolan companies will be able to reduce administrative costs associated with invoice processing once they adopt the new electronic invoicing model, which comes into effect on January 1, 2026.

According to Pedro Montez, Legal Watch Senior Manager at Cegid for Iberia and Africa, the new electronic invoicing model, to be initially adopted by large taxpayers at the beginning of next year, will make it possible to reduce costs by 50% to 70%, increase transparency, and eliminate errors.

The average savings per digitally processed invoice, based on international studies, can range from US$ 1.50 to US$ 10, depending on the complexity of each company’s internal processes.

“Countries that implemented electronic invoicing recorded an increase of 5% to 30% in tax compliance and significant reductions in fraud risk,” said the Cegid senior executive. Cegid is a French multinational specializing in cloud-based business management solutions for professionals in finance, accounting, human resources, retail, and entrepreneurship.

Participating in a briefing session on the new electronic invoicing regime held in Luanda on December 2, 2023, Montez noted that Angola is also at the forefront of this digital transformation in tax reporting, ensuring transparency in transactions and reliability in financial data.

The issuance of electronic invoices, as emphasized by the Cegid Legal Watch Senior Manager for Iberia and Africa, maximizes business productivity and efficiency—key factors for boosting corporate competitiveness.

“This is the time for companies to choose information systems that will allow them to report quickly to the State, ensuring legal compliance while accelerating processes and increasing the much-needed operational efficiency,” argued Pedro Montez.

According to further clarifications from Cegid, companies issuing invoices to public entities will also be required to adopt the new electronic invoicing regime starting January 1, 2026. The following year, compliance will be mandatory for all companies.

Cegid’s management software solutions, as informed during the media briefing, are currently undergoing certification by the General Tax Administration (AGT) for the issuance of mandatory electronic invoices.
