Angola's National Assembly unanimously approved, in its general reading on Friday in Luanda, a draft law establishing a Code of Procedure for the Payment and Enforcement of Social Security Debts.
The legislation is structured across 120 articles and 18 chapters. Its primary objectives are to integrate and harmonise the existing rules governing voluntary payment and the enforcement of social security debts, and to introduce a payment and contribution-collection model that is effective, coherent, practical and equitable.
The code also seeks to empower the body responsible for managing mandatory social protection — the National Social Security Institute (INSS) — with the authority to obtain information covered by banking secrecy obligations, and to align debt-regularisation procedures with the institute's organisational structure.
Approved during the fourth legislative session of the Fifth Legislature, the code is further designed to deter contributory fraud and evasion, and to establish electronic processing as the preferred channel for all voluntary payment and debt-collection transactions involving social security obligations.
Lawmakers described the initiative as a structural element of Angola's strategy for sustainable and inclusive economic and social development, aimed at reducing social inequalities and eradicating or mitigating hunger and extreme poverty.
The legislation additionally envisages promoting gender equality and addressing the multidimensional and cross-cutting challenges involved in improving living standards for the broader population.
