Angola’s National Social Security Institute (INSS) recovered 35 billion kwanzas in outstanding contributor debt between 2023 and 2025, Minister of Public Administration, Labour and Social Security Teresa Dias announced in Luanda on Friday.
The figure was disclosed during the Fourth Legislative Session of the Fifth Legislature, which is examining and debating a draft law approving a Code of Payment Procedure and Enforcement of Social Security Debts.
Of the 13,912 companies notified during the period, 2,305 submitted proof of payment compliance, 2,237 settled their arrears following notification, and 603 requested payment arrangements. A total of 4,217 companies remain non-compliant, the minister added.
Dias noted that total assessed contributor debt to the INSS stood at approximately 58 billion kwanzas as of December 2025, a level of arrears that is constraining beneficiaries’ access to social security benefits.
The minister described the rate of non-compliance as high, saying it demands a clearer, more modern and effective legal framework.
She further justified the creation of a dedicated procedural code by citing the current ambiguity surrounding the executive powers of the social security authority, the absence of detailed regulation governing debt collection procedures, and difficulties in accessing relevant information on the effective realisation of contributory credit.
The code adopts a graduated, three-tier debt regularisation logic applied in successive stages, she said, allowing companies facing temporary financial difficulties to continue operating, preserve jobs and meet their obligations progressively.
The initiative is framed within the National Development Plan (2023–2027) and is designed to give effect to existing legal provisions, reinforce procedural guarantees, and clarify the working relationship between the administration, the courts and the Public Prosecution Service.
In addition, the new code will empower the INSS with the authority to obtain information covered by banking secrecy obligations from financial institutions and related entities, Dias said.
The overarching objective, she continued, is to deter fraud and contributory evasion by strengthening the institute’s new organisational structure.
