Taxpayers subject to the Mineral Resources Tax (Royalty) can now electronically submit the Model D Declaration through the SAAF Connect Portal, to fulfill their respective tax obligations.
According to a document from the General Tax Administration (AGT), accessed by ANGOP this Thursday, all entities covered by this tax have until July 31, 2025, to adapt to the new online submission procedure.
To do so, entities must access the SAAF Connect Portal via the electronic address: https://dte.agt.minfin.gov.ao, where they can register, download the form, and submit monthly information regarding quantities produced, values, and parameters used in the tax calculation.
The tax calculation is based on factors such as the type and classification of the mineral, the reference price, the applicable exchange rate, and the value calculated in kwanzas.
Electronic submission will be mandatory from August 1, 2025. Until then, taxpayers may still submit declarations physically at the tax office of their fiscal domicile, the note adds.
Under current legislation, the Model D Declaration is monthly and must be submitted by the 15th day of the month following production, accompanied by a detailed production report (in volume, mass, or other applicable units), as well as the market quotation for the reported period.
Taxpayers under the Special Mining Tax Regime who are not yet registered on the SAAF Connect Portal can request access by email at dom.dte.dgc.agt@minfin.gov.ao, attaching the mining license, contacts (address, phone, and email), Tax Identification Number (NIF), and user identification with respective data.
This initiative is part of the ongoing efforts by the General Tax Administration (AGT) to digitize its services, facilitate voluntary compliance with tax obligations, and promote greater transparency and efficiency in the tax administration of the mining sector.
