Cabinda province collected 10 billion kwanzas in tax revenue during the second quarter of 2026, the provincial finance delegation reported on Monday at an ordinary session of the Provincial Council held in the municipality of Miconje.

André Nduli Luemba, head of the Economic and Financial Study and Analysis Department at the Cabinda Provincial Finance Delegation, disclosed the figure and added that the province also raised 500 million kwanzas in own-source revenue over the same period.

On the tax side, consumption and income taxes were the largest contributors to the overall take. Within own-source revenue, the leading items were fees and emoluments collected by provincial and municipal bodies.

Luemba explained that under the applicable presidential decree, fees levied on state administration bodies, the provincial government, and type-A and type-B municipal administrations are subject to a revenue-sharing arrangement: 70 percent is returned to the collecting entities while the remaining 30 percent flows into a municipal equalisation fund.

Municipalities classified as type C, D and E retain the full 100 percent of the revenue raised within their administrative jurisdictions, he added.

Regarding own-source revenue execution by local state administration bodies, Luemba said collections reached approximately 20 percent of the budgeted revenue target for the quarter.

The session also served as a forum for the Cabinda Provincial Finance Delegation to review the execution of the General State Budget for the second quarter of 2026, examine the province's asset position, receive financial accounts submitted by budget units, and assess the management of expenditure waivers.

The ordinary meeting of the Cabinda Provincial Council brought together officials from across the province's municipal and administrative bodies to assess fiscal performance and align budget execution priorities for the remainder of the year.
