Angola’s National Bank (Banco Nacional de Angola — BNA) and the Ministry of the Interior (MININT) signed a cooperation protocol in Luanda on Monday aimed at promoting financial education and inclusion while strengthening the fight against illegal financial activity.
The agreement, signed by BNA Governor Manuel Tiago Dias and Interior Minister Manuel Homem, has two distinct pillars. The first focuses on promoting financial education and literacy among police personnel through training and awareness programmes on personal and household financial management. It also seeks to encourage the safe use of financial products and services, with particular emphasis on mobile payments, to broaden access to financial instruments.
The second pillar addresses the prevention, combating and suppression of illicit financial activity and other practices that undermine the integrity of Angola’s financial system and the country’s economic security. Speaking at the signing ceremony, BNA Governor Dias said the initiative would strengthen the state’s capacity to respond to threats including currency counterfeiting, fraudulent schemes, cybercrime affecting the financial system, illegal foreign exchange operations and money laundering.
Dias said the protocol was designed to curb practices that are increasingly harming citizens and the broader economy while threatening the credibility of Angola’s financial system. He argued that the economic and financial security challenges facing the country demand ever more coordinated and integrated responses from public institutions, describing the agreement as a shared commitment to legality, institutional stability and the protection of citizens.
Interior Minister Manuel Homem said the accord would help strengthen investigative methods and improve the state’s capacity to respond to electronic fraud, illicit schemes, cybercrime and other forms of economic criminality. He said the initiative would serve as an example of how state institutions, working in a coordinated manner, could respond more effectively to national challenges and contribute to the country’s sustainable development.
