Angola's National Assembly will hold a series of extraordinary plenary sessions between 12 and 14 August, culminating in a solemn closing ceremony for the Fourth Legislative Session of the Fifth Legislature, the chamber's first secretary announced on Thursday.
Manuel Dembo, First Secretary of the National Assembly Bureau, outlined the schedule to reporters, confirming that the Fourth Extraordinary Plenary Meeting on 12 August will be dedicated to examining the General State Accounts for the 2024 fiscal year.
Later that same day, lawmakers will convene for the Fifth Extraordinary Plenary Meeting to conduct a final global vote on four legislative proposals.
The bills up for vote include the Cybersecurity Law, the Basic Health System Law, a law governing the designation and execution of international legal acts, and a proposal authorising the National Bank of Angola (BNA) to issue and circulate a commemorative metal coin.
The plenary is also expected to debate and vote on proposals for legislative authorisation relating to the granting of additional fiscal incentives applicable to the concession areas of oil blocks 17/25, 19/32, 21/33, 24/34 and 35 — a measure with direct implications for upstream investment in the country's hydrocarbon sector.
In a general reading, deputies will also examine a proposed amendment to the Law on Freedom of Religion and Worship.
On the international cooperation front, the agenda includes draft resolutions on a financing agreement for the construction of transmission lines and substation systems in southern Angola, as well as a protocol amending the Marrakesh Agreement on subsidies in the fisheries sector.
The session agenda further covers the movement of parliamentary deputies, the election of the Deputy Ombudsman, the election of members nominated by the main opposition party UNITA to the National Electoral Commission (CNE), and the election of members nominated by both the ruling MPLA and UNITA to provincial and municipal electoral commissions.
Parliamentary business will conclude on 14 August with the holding of the Solemn Plenary Meeting marking the formal close of the Fourth Legislative Session of the Fifth Legislature of the National Assembly.
