Angola’s National Social Security Institute (INSS) in Zaire province has committed to expanding its contributor base and broadening the scope of social security contributions across the region in the coming months.
The pledge was made on Thursday in Mbanza Kongo by Luzizila Biarco, head of the INSS’s provincial services in Zaire, at the reopening ceremony of the institution’s newly refurbished provincial headquarters.
The renovated facility, whose reopening was presided over by Zaire provincial governor Adriano Mendes de Carvalho, is designed to serve the 2,233 registered contributors, 63,000 insured workers and 3,191 pensioners currently registered with the INSS in the province under improved conditions.
Biarco said that following the modernisation of the building — completed one year after works began — service delivery to users would be more dignified and efficient.
“Investing in service delivery is investing in the credibility of the state. The new system installed will allow us to monitor key daily performance indicators, including average waiting times, average service times and the range of services provided,” he said.
Speaking at the ceremony, Governor Adriano Mendes de Carvalho said the expansion of economic activity and the province’s growing contribution base justified strengthening the INSS’s presence in Zaire.
The governor noted that as Zaire province has increasingly established itself as a major hub for oil-sector economic development, it is essential that such growth be matched by a modern and efficient social security system.
“We are equally aware that challenges persist, particularly in increasing worker enrolment, expanding the contributor base and raising public awareness of the importance of social security. These are challenges that require joint action between the government and the INSS,” Carvalho said.
The National Social Security Institute currently operates in Zaire province through offices in the municipalities of Mbanza Kongo and Soyo.
