Angola's National Statistics Institute (INE) has closed a four-day public consultation on the revision of the National Statistical System Law and the drafting of a new National Statistical Development Strategy, with its chairman describing the exercise as a critical step toward improving both documents.
Speaking to reporters in Luanda on Friday at the close of the consultation — which ran from 29 September to 2 October — INE Chairman Joel Futi said the institute would consolidate all contributions received before submitting a revised document to the government's Economic Coordination team, the executive body responsible for processing the matter.
Futi said the public input would then be reviewed by the government's Economic Coordination unit, after which it would go before the Council of Ministers and, finally, the National Assembly for approval.
The INE chairman described both the National Statistical System Law and the National Statistical Development Strategy as cross-cutting documents with an impact on every sector of Angolan society.
For that reason, he said, the legislation "cannot be a document drawn up solely by the National Statistics Institute or by official statistics-producing bodies" — it must reflect the full range of perspectives, from public and private institutions to development partners and other stakeholders.
On the challenges facing the INE, Futi highlighted the need to continuously strengthen mechanisms for credibility, quality and independence, and defended strict impartiality in the production of statistical data.
He said those principles are enshrined in the current law under review, with the revision intended to reinforce the technical independence of official statistics-producing bodies.
Futi gave a positive overall assessment of the consultation, which gathered contributions for the revision of the National Statistical System Law and for the preparation of the National Statistical Development Strategy covering the period 2026 to 2032.
The four-day consultation brought together a broad cross-section of participants, including public and private institutions, business and professional associations, United Nations agencies and other multilateral partners, journalists, opinion formers and scientific research centres.
