Angola Cabinet Reviews 2025 General State Accounts And Oil Block Contract Changes

Angola’s Council of Ministers convened in Luanda on Tuesday under the chairmanship of President João Lourenço to examine the 2025 General State Accounts, alongside a range of other legislative instruments with socioeconomic implications.

The 8th Ordinary Session of the Council of Ministers is also reviewing proposals spanning the sectors of mineral resources, oil and gas, health, education, environment, youth and sport, foreign affairs, and culture.

Proceedings opened with the cabinet’s consideration of the draft summary of the minutes from the 7th Ordinary Session, which was held on 28 August 2026.

Ministers then turned to the Ministry of Finance’s submission covering the General State Accounts for the fiscal year 2025, the government’s primary annual accounting of public revenues and expenditures.

Under the mineral resources, oil and gas agenda item, the cabinet is examining draft presidential decrees approving amendments to risk-service contracts for concession areas covering Blocks KON 2 and 16, as well as a proposed amendment to the Production-Sharing Contract for the concession area of Block 17/06.
