The Provincial Government of Luanda and the Empresa Portuária de Luanda (EPL) signed a Memorandum of Understanding on Cooperation and Development on Wednesday morning, establishing a strategic framework to align port operations with the capital’s broader urban and economic growth agenda.
The signing ceremony took place on 5 August, with both institutions represented by senior officials who witnessed the conclusion of the agreement.
The MoU was signed by Jorge Miguêns Augusto, Deputy Governor for the Economic Sector, on behalf of the Provincial Government, and by Alberto António Bengue, Chairman of the EPL Board of Directors, on behalf of the port authority.
Under the memorandum, the two institutions commit to integrated city-port planning, improvements to urban mobility and logistics, economic stimulation, job creation, environmental sustainability, the upgrading of Luanda’s maritime waterfront, and strengthened institutional cooperation. The document formally recognises the Port of Luanda as a strategic asset for the city’s economic, urban and social development.
“With this partnership, the Provincial Government of Luanda and the Empresa Portuária de Luanda reinforce their commitment to joining forces to drive structural projects, attract public and private investment, and consolidate an integrated development vision — contributing to the construction of a more modern, prosperous, inclusive and sustainable Luanda,” the memorandum states.
