Government Creates Implementation Unit for ‘Project Crescer’ to Access USD 79 Million from AfDB

After the President of the Republic authorized, in January, a financing agreement with the African Development Bank (AfDB) amounting to USD 79 million for the implementation of “Project Crescer”, the Ministry of Planning has created a unit responsible for managing and executing all activities necessary for the realization of this initiative, since the disbursement of the funds is “conditional” on the establishment of an Implementation Unit.

According to a document reviewed by Novo Jornal, “Project Crescer” aims primarily to boost mechanisms that promote economic activity and youth employability by improving the national planning system, enhancing State assets through public-private partnerships, and investing in infrastructure that supports entrepreneurship.

The Implementation Unit (IU) is tasked with ensuring the technical implementation of all components outlined in the agreement, as well as preparing and executing the project’s annual work plans, procurement plans, disbursement schedules, and financial plans, subject to approval by the African Development Bank.

The IU is headed by a coordinator, to be appointed by ministerial order from the Minister of Planning and hired in accordance with AfDB regulations.
