Angola to Submit Climate Change Adaptation Plan by September

The President of the Republic, João Lourenço, announced this Wednesday (23rd) that Angola will, for the first time, submit its National Adaptation Plan for Climate Change to the United Nations Framework Convention on Climate Change (UNFCCC) by September.

According to the President, the plan will outline actions to be implemented in areas such as agriculture and food security, water resources, resilient infrastructure, ocean protection, and public health.

This announcement was made during a virtual Leaders’ Meeting on Climate and Just Transition, an initiative jointly hosted by the UN Secretary-General António Guterres and the President of Brazil, Luiz Inácio Lula da Silva.

In this context, Lourenço highlighted that the Angolan government has set several priority actions for this year, including the submission of the Nationally Determined Contribution (NDC) 3.0 to the UNFCCC by September. The new NDC will include ambitious yet realistic targets for reducing carbon intensity.

He emphasized that, to gather more reliable and precise indicators on national climate action, Angola aims to operationalize the National Monitoring, Reporting and Verification System, as well as launch the Climate and Environmental Observatory this year. Both mechanisms are designed to help produce up-to-date environmental information for the country.

On the occasion, the Angolan President reiterated the country’s commitment to its obligations under the UNFCCC and the Paris Agreement.

He also reaffirmed Angola’s willingness to actively cooperate in fostering a new era of greater ambition, action, and climate justice.

Lourenço stressed that Angola, like many African countries, has been affected by the harmful impacts of climate change, prompting urgent measures to mitigate its socio-economic consequences.

He noted that the year 2025 marks a significant milestone for global climate efforts, as it commemorates 30 years since the implementation of the UNFCCC and 10 years since the signing of the Paris Agreement. Angola hopes that COP30 will yield tangible results.

In particular, he emphasized the need for urgent and flexible access to climate finance, enabling developing countries to implement adaptation policies and strengthen their climate resilience.

He also highlighted that the operationalization of the new climate finance goal — estimated at USD 1.3 trillion per year until 2035 — will be a real test of the international system’s credibility. He added that the transition will only be fair if this commitment is fulfilled and accessible to all developing countries.

He concluded by stating that COP30 must reaffirm multilateralism as a tool of trust, equity, and concrete action, ensuring that the climate transition goes hand-in-hand with economic and social transformation. Climate justice, he added, will only be possible if financial goals, technology transfer, and strategic partnerships converge.

“Only then will developing countries become more resilient in the face of climate phenomena,” he concluded.

The meeting brought together world leaders including the Presidents of China, Xi Jinping; France, Emmanuel Macron; and the United Republic of Tanzania, Samia Suluhu Hassan.

The Presidents of the European Council, António Costa, and the European Commission, Ursula von der Leyen, also participated in the meeting, which reaffirmed long-standing concerns about global warming, with leaders of island nations once again stressing the grave threat posed to their survival by rising sea levels.

Speakers called for the promised billions of U.S. dollars in climate financing to be secured and delivered to address climate change effectively.
