Angola’s Ministry of Planning has a pipeline of 16 public-private partnership (PPP) projects spanning four sectors, with the most advanced — a PPP for the management of Cabinda’s water supply system — already under way.
The figure was disclosed on Tuesday by Wenilton da Paixão, the ministry’s National Director for Public-Private Partnerships, speaking on the sidelines of a workshop on PPP governance and institutionalisation models organised by the ministry at the National Statistics Institute (INE) in Luanda.
According to Paixão, the 16 projects are distributed across the water, energy, tourism and environment sectors. No investment values have yet been established, as all projects remain at the feasibility study stage.
“In terms of investments and financial figures, the projects are still being studied and it is far too early to cite numbers. We are taking this step by step, so as not to rush to market and risk receiving the same feedback we are seeing today with the Cabinda project,” Paixão told reporters.
The director emphasised that the ministry’s overarching goal is to ensure that every PPP project is unambiguously viable, bankable and financially sustainable before being brought to market.
“It is only in that way that, beyond attracting private capital, we will effectively improve public services for our population,” he said.
The workshop brought together Angolan public managers in contact with PPP governance models from Portugal, Mozambique and Timor-Leste, reflecting the government’s intent to draw on Lusophone experience as it builds out its institutional framework for private-sector partnerships.
