Angola’s Justice Officers’ Union (Sindicato dos Oficiais de Justiça de Angola — SOJA) has called a nationwide work stoppage across all justice services beginning 24 September 2026, in protest at what it describes as the government’s failure to honour commitments made to the profession.
The decision was taken by the union’s National Secretariat at a meeting convened to assess conditions facing justice officers. SOJA said it will formally notify the Ministry of Justice and Human Rights, the General Labour Inspectorate (IGAE) and the Ministry of Public Administration, Labour and Social Security (MAPTSS) of the strike action on Monday.
Central to the dispute is the non-payment of unified emoluments — fees that officers are entitled to receive — which the union says have been in arrears for more than three months. SOJA contends this constitutes a breach of an agreement signed on 26 January 2026, and that the delay has exceeded any acceptable threshold. The union stressed that its members have demonstrated patience through a sustained dialogue process and can no longer absorb the consequences of broken commitments.
SOJA has appointed Denilson Duro, president of the Provincial Assembly Bureau of Huíla, to coordinate the strike action, assisted by Salomão Gonçalves, president of the Provincial Assembly Bureau of Bié. The union called on officers nationwide to maintain calm, discipline and unity throughout the movement, while affirming its willingness to resume dialogue with the authorities.
The stoppage is set to cover justice services across the entire country from the announced date. SOJA reiterated that the action follows a period in which the union showed goodwill by waiting for the government to fulfil its obligations, and that the strike reflects an exhaustion of that patience rather than a rejection of negotiation.
