Government Announces Measures to Facilitate Movement Between Neighbouring Countries

The Angolan Government announced on Wednesday (23 September) that it will adopt, by 2028, measures to facilitate movement between neighbouring countries, including the harmonisation of tariffs and the simplification of border procedures.

This is the second phase of the Tripartite Transport and Transit Facilitation Programme (TTTFP), presented during the first ordinary meeting of the Multisectoral Commission responsible for its implementation in Angola.

The new measures include tariff harmonisation, simplified border procedures, strengthened vehicle inspections and information sharing between countries, according to a statement issued by the Presidency of the Republic of Angola.

Quoted in the statement, Secretary of State for Land Transport Jorge Bengue explained that the aim is to reduce barriers to transport and transit in the region “by bringing closer the standards and procedures applied to road transport”.

The measures envisaged include harmonising driver training, strengthening periodic vehicle inspections, improving road conditions and ensuring the installation and proper operation of weighbridges along the main corridors.

The plan also provides for the simplification of border procedures and greater alignment of road transport tariffs across the different countries. Jorge Bengue stressed, however, that “harmonisation does not mean that all countries have to apply exactly the same rates, since there are differences in cost structures and economic conditions”.

The Multisectoral Commission will also work to improve the efficiency of logistics corridors for freight transport and reduce travel times, particularly along the corridor linking Windhoek, Namibia, to Luanda, Angola, Kinshasa, Democratic Republic of Congo (DRC), and Kigali, Rwanda.
