Angola is expected to have 634 One-Stop Citizen Service Centres (BUAPs) in operation by the end of July as part of the nationwide voter registration update, the government announced on Wednesday. Authorities also revealed that more than 126,000 citizens have already completed the mandatory proof-of-life process.
According to the Minister of Territorial Administration, Daniel Félix Neto, 265 BUAPs are currently operating across the country to update the electoral records of citizens aged 18 and above. An additional 369 centres are expected to become operational by the end of July, significantly expanding nationwide coverage.
Speaking during the 22nd edition of CAFÉCIPRA (Press Centre of the Presidency of the Republic), the minister said the voter registration update, which began on June 15 and will run until March 31, 2027, is progressing smoothly.
As of Tuesday, June 30, a total of 126,334 citizens had completed their proof-of-life verification. The provinces of Luanda, Huambo, Bié, Cuanza Sul and Malanje currently lead the registration figures.
The session, held under the theme “Universal Access to the National Identity Card as a Guarantee of Angolan Citizenship,” also served as an opportunity for Daniel Félix Neto to encourage citizens and public institutions to actively participate in the voter registration process ahead of the country’s general elections scheduled for 2027.
The minister highlighted the work of more than 1,200 registration officers currently deployed and noted that the programme is expected to expand to over 10,700 officers, with recruitment already underway across all provinces.
Responding to questions about funding for the expanded workforce, Félix Neto assured that the necessary financial resources have been secured through the budgets of Angola’s 21 provincial governments.
To improve access in remote areas, the government is also expanding internet connectivity through the installation of 200 VSAT satellite antennas, which will ensure uninterrupted operation of the citizen service centres.
Angolan authorities aim to update the electoral records of more than 16.7 million eligible voters. Electoral registration for Angolan citizens living abroad is scheduled to begin in January 2027.
Citizens may update their registration using a voter registration card, National Identity Card or passport.
The CAFÉCIPRA event also featured presentations by Minister of Justice and Human Rights Marcy Lopes and Secretary of State for Technical Affairs at the Ministry of the Interior Cristino Ndeitunga. Discussions focused on the main obstacles to obtaining National Identity Cards, including technological failures, lengthy processing times and the challenges faced by citizens living in remote areas or abroad.
