The United Nations Development Programme (UNDP) has a financial ceiling of 60 million U.S. dollars allocated for the implementation of projects in Angola, with 50 percent of them already carried out, mainly in the health sector. The data were disclosed by the institution’s Deputy Representative, Gabriel Dava, who explained that the fund is operationalized through the Global Fund, supporting interventions in HIV, malaria, and tuberculosis control, vaccination, and the procurement of essential medicines.
In the environmental sector, projects related to biodiversity are supported, with emphasis on the management of national parks and initiatives to expand access to sustainable energy.
Aid Accounts for 85 Percent
Multilateral agencies account for more than 85 percent of the international aid channeled to Angola, according to Elmer Serrão, Chairman of the Board of Directors of the Capital Markets Commission (CMC).
Speaking at the opening of the First Conference on Multilaterals, organized by the magazine Economia e Mercado in partnership with consulting firm PwC, under the theme “Multilaterals and Development Financing”, he noted that Angola attracts only around 1 percent of the global aid allocated to Africa, despite the above indicators.
“This fact forces us to reflect — on one hand, recognizing the merit of the results already achieved, and on the other, critically and strategically addressing the opportunities that remain untapped,” he said.
He also emphasized the need to strengthen negotiation and fund absorption capacities, improve project quality, enhance predictability and efficiency in implementation, align external financing with national priorities, and communicate effectively the results and impact of interventions.
Elmer Serrão added that attracting more resources requires greater internal ambition, strategic planning, and execution.
“The role of multilateral institutions in development financing is undeniable — they serve as a pillar of stability in times of uncertainty and a catalyst for reform in periods of transformation,” he concluded.
