Three bidders are competing for the 20-year concession to manage Angola’s Caio Deep-Water Terminal in Cabinda, with all proposals admitted to the evaluation stage — though the MISG consortium was accepted conditionally, subject to providing missing documentation within five business days.
The concession covers both containerised and non-containerised operations at the terminal, which is capable of handling vessels of up to 5,000 twenty-foot equivalent units (TEU). The award process is now in the hands of an evaluation commission chaired by Janine Isaías Daniel.
Commission chair Janine Daniel said there is no fixed timeline for completing the process, noting that negotiations can be lengthy and involve multiple technical and financial dimensions. The objective is to ensure that competing parties submit robust proposals, she explained, with the process culminating in the production of preliminary and final reports that will identify the entity to be awarded the concession contract.
Africa Global Logistics (AGL) is an international transport and logistics operator with activities spanning port management and supply-chain infrastructure. The company is part of the MSC Group and has accumulated experience managing port concessions across several African markets.
In Angola, AGL is present across the country’s main logistics platforms and has direct experience in the national port sector, including the management of the multipurpose container and cargo terminal at the Port of Lobito. Sogester, established in 2007, operates port infrastructure including terminals in Luanda and Namibe.
In 2026, Sogester also took over management of the maritime terminals at the ports of Cabinda and Soyo under a 20-year concession — in the same region where the Caio Deep-Water Terminal is located. The MISG consortium comprises Multiterminais, Lda., the Social Security Institute of the Angolan Armed Forces (ISSFAA), SISTRANS, and Grupo Terra Sul, Lda.
