The Luanda Provincial Government (GPL) and the Luanda Port Company (Empresa Portuária de Luanda) signed a memorandum of understanding on Wednesday morning to strengthen institutional cooperation and promote the integrated development of Angola’s capital, as the port reports 23% growth in ship traffic through September 2025 and presses ahead with significant investments in energy and technology.
The document was signed by Jorge Augusto, Luanda’s deputy governor for the economic sector, and Alberto Bengue, chairman of the board of the Luanda Port Company, the GPL announced on its social media channels.
The memorandum establishes the foundations for harmonious, sustainable and inclusive development in Luanda, formally recognising the Port of Luanda as a strategic asset for the city’s economic, urban and social growth. It provides for the creation of a cooperation framework covering joint planning between the port zone and the urban fabric, and reinforces the commitment of both parties to attract public and private investment into structuring projects.
The key objectives of the partnership include integrated city-port planning, improvements to urban mobility and logistics, the stimulation of economic activity, job creation, the promotion of environmental sustainability, the enhancement of the waterfront, and deeper institutional cooperation between the two bodies.
The memorandum comes at a particularly favourable moment for the Port of Luanda, which has recorded strong operational momentum in recent months. According to figures cited by Transport Minister Ricardo de Abreu, the country’s principal port infrastructure registered 23% growth in ship traffic through September 2025 — a result that, in the minister’s own words, ‘fully justifies continued investment in its modernisation and expansion.’
On 30 June, as part of celebrations marking the institution’s 81st anniversary, the Port of Luanda inaugurated three new facilities: an electricity substation, a 15-storey innovation and technology development building, and a cabotage terminal.
Alberto Bengue said the new infrastructure marked ‘a new stage in the company’s modernisation, reinforcing operational efficiency, infrastructure resilience and the competitiveness of the country’s main port.’ Speaking at the inauguration ceremony, Bengue added: ‘The ports of our time demand more than physical capacity. They demand modern management, technology, information, coordination and vision.’
The Port of Luanda also used the 41st edition of the Luanda International Trade Fair (FILDA), held in July, to present its main ongoing modernisation projects under the theme ‘The Future Without Borders.’ Initiatives showcased included intelligent security and operations monitoring systems and the continued development of the cabotage terminal. The port also hosted a series of thematic panels on the challenges and opportunities facing the maritime and port sector, including a session focused specifically on the Port of Luanda’s strategic position as a regional logistics hub.
The signing of the memorandum between the provincial government and the port authority represents a natural step in the broader strategy that port management has been pursuing — namely, establishing the facility as a regional benchmark in port and logistics services while aligning that growth with the urban development of the Angolan capital.
By formalising this cooperation, the two institutions aim to ensure that the port’s expansion — increasingly significant for the national and regional economy — also delivers direct benefits for Luanda’s residents, through improved mobility, greater employment and a waterfront that is better valued and more fully integrated into the life of the city.
The memorandum does not specify a financial value for the planned investments or a timeline for the joint projects, though both parties indicated that concrete initiatives would be defined through the cooperation framework established by the agreement.
