Angola’s Ministry of Transport (Mintrans) inaugurated its new headquarters in Luanda on Thursday, a 30-storey tower designed to consolidate the ministry’s central operations and its key regulatory agencies under a single roof, improving coordination across the sector.
The building, which rises 26 floors above ground with four basement levels, has capacity for 1,215 permanent occupants and 724 workstations. It includes four public service counters, 20 meeting and training rooms, four multipurpose spaces and a 46-seat auditorium.
The inauguration ceremony was presided over by Transport Minister Ricardo de Abreu. Construction began in February 2024 and was completed in September 2026.
Speaking at the ceremony, Minister de Abreu said the new headquarters reflects the capacity of the transport sector itself, noting that its construction was financed from resources generated by the entities and agencies that will now be housed within it.
The minister underscored the strategic importance of the sector, saying transport and logistics play a decisive role in people’s mobility, the movement of goods, territorial integration, Angola’s links to the region and the world, and the overall competitiveness of the national economy.
He said improvements in working conditions would translate directly into results felt by citizens, businesses and the country’s broader capacity to grow and generate opportunities.
De Abreu called on a modern ministry to hold itself to higher standards — on deadlines, coordination, the quality of decisions and, above all, on the results it delivers.
The minister noted that the building is fully equipped to meet the sector’s current needs, urging staff to convert improved conditions into stronger performance.
He highlighted a milestone: for the first time, the ministry’s central body and its regulatory, supervisory and inspection agencies will operate from the same premises. He expressed confidence that physical proximity would translate into a different way of working, with greater information-sharing and faster decision-making.
“Being in the same building will only have real value if it means deciding better and executing faster. That is the standard we must set for ourselves, because institutional modernisation is not measured by the quality of the facilities, but by the quality of the responses we are able to deliver,” de Abreu said.
The minister added that the new premises are equipped to keep pace with the transformation under way across the sector.
The tower is located at Complexo Muxima Plaza, in the Muxima Towers on Rua Friedrich Engels, Luanda. It was built on a total area of 13,752.05 square metres, of which 7,595.05 square metres constitute usable floor space.
The inauguration forms part of the celebrations marking Mintrans’s 50th anniversary, to be observed in November, and of a broader drive to improve service conditions for citizens and economic operators.
The building will house the ministry’s central body alongside four sector entities: the Social Fund for Transport Sector Employees and Workers (FSTT), the Regulatory Agency for Cargo and Logistics Certification of Angola (ARCCLA), the National Land Transport Agency (ANTT) and the National Maritime Agency (AMN).
The facility is also equipped with four lifts, parking for 100 vehicles, two 500 KVA generators, a wastewater treatment plant with a capacity of 20 cubic metres per day, and a dedicated data centre.
Construction ran from February 2024 to September 2026 and represents, according to Mintrans, a structural advancement for the sector through the consolidation of its principal entities within a single purpose-built facility.
