Industry Studies Reduction of Time for Issuing Exclusivity Declarations

The Ministry of Industry is considering reducing the time required to issue exclusivity declarations from 10 days to 24 hours for over 650 registered companies, Secretary of State Carlos Rodrigues announced Wednesday in Luanda.

He made the remarks during the official launch of the digital issuance system for the Exclusivity Declaration—a document that allows a company to be exempt from public tenders when contracting with government entities for the sale of exclusive products or services.

He emphasized that the new system will allow the document to be obtained automatically, securely, and more quickly, as long as legal requirements are met.

The Secretary of State for Industry explained that the exclusivity declaration is a non-automatic tax benefit provided for in the customs tariff, intended for manufacturers who import raw materials to be incorporated into the productive sector.

He recalled that until recently, the process was done manually, often taking more than 30 days, leading to delays and additional costs.

As a result, only manufacturers previously registered on the Industry Portal will be able to request the declaration by uploading the required data and documents, in compliance with a measure integrated into the ministry’s strategy for digitalization and transparency.

According to the official, the new digital tool also ensures that requests are reviewed automatically and with greater security, avoiding subjectivity in decision-making.

Meanwhile, Lino Manuel, the import coordinator at IMEX, praised the initiative, calling it a major step forward, as many companies still face delays with the current manual system.

“It’s been very costly. On one hand, we save through the exclusivity benefit, but we end up paying demurrage fees at the terminal,” he said during the launch of the platform.

He expressed hope that digitalization will bring greater efficiency, save time, and eliminate unnecessary trips to the central services of the Ministry of Industry and Commerce.

Lino Manuel noted that the group he represents operates five industrial units, producing household appliances, packaging bags, and other goods that contribute to national production.

The platform is aimed at manufacturers who import raw materials and need the declaration in order to access the tax benefits provided for in the law.

According to the Ministry of Industry and Commerce, more than 60 declarations are requested daily.
