Government Prepares National Industrialization Program

The Government, through the Ministry of Industry and Commerce (MIC), is preparing the launch of the National Program to Industrialize Mozambique (PRONAIMO), with the objective of boosting industrialization in the country.

According to the Minister of Industry and Commerce, Carlos Mesquita, PRONAIMO intends to boost the process of industrialization on a national scale, based on local value chains of reference, on industrial niches, on import substitution and competitive exports, on building and mobilizing investments for infrastructures that support rapid growth (Industrial Parks and Industrial Free Zones) and on the professionalization and integrated modernization of the productive capacity.

Mozambican Industry has shown significant decreases in the last 10 years, and in 2017 its contribution to GDP was 8.7%, compared to 11.8% recorded in 2008. According to a CTA study, the factors that have most driven the slowdown of companies are linked to high operating costs and the absence of financing adjusted to the reality of the sector.

Carlos Mesquita recognizes that for PRONAIMO to be successful, which is an integrated approach, it will be necessary to have a complementary relationship and articulation between, on the one hand, public policies of transversal scope, which ensure a good business environment, and, on the other hand, policies of sectorial scope, which allow the industrial development of a small or large company, through a more agile legal framework.

Institutional and human resource capacity building, infrastructure construction and rehabilitation, and financing are other points that will merit attention in this new approach.
