Angola is positioning itself at the forefront of Africa’s digital transformation, with Huawei emerging as a central player in this evolution. The Chinese technology giant is deepening its footprint in the country through major investments in research, telecommunications infrastructure, and human capital development — all designed to accelerate Angola’s transition into a knowledge-driven economy.
Building the foundations of a digital nation
At the heart of Huawei’s engagement is a plan to establish a research and development (R&D) centre in Luanda by 2027, focusing on connectivity, artificial intelligence, and data storage. This commitment follows the inauguration of Huawei’s Technology Park in Luanda, a landmark project featuring advanced data-centre infrastructure, 3G/4G/5G solutions, and renewable energy integration. The park doubles as a training ground, with Huawei pledging to equip over 7,000 Angolans with skills in ICT, AI, and cloud computing by 2027 — complementing the government’s broader strategy for digital empowerment under the National Development Plan 2023–2027.

Angola’s Ministry of Telecommunications, Information Technologies, and Social Communication has described Huawei’s involvement as pivotal to modernising the country’s communications network. At the same time, the company’s partnerships with local universities and public institutions are fostering a new generation of professionals ready to drive technological advancement from within.
