Angola’s Council of Ministers Reviews Conversion of State Customs Warehouse Into Joint-Stock Company

Angola's Council of Ministers on Wednesday reviewed a draft presidential decree to transform the Entreposto Aduaneiro de Angola, E.P. (EAA) — the state customs warehousing authority — into a joint-stock company with a majority public shareholding.

The new corporate framework preserves state control, legal continuity, the institution's mandate and employee rights, according to information released following the cabinet session.

Under a new 2026–2028 Strategic Plan, the reconstituted Entreposto Aduaneiro de Angola, S.A. is to be reinforced as a strategic public operator in logistics, supply stabilisation, warehousing, wholesale distribution and food security support.

Its operations will be complementary to those of private-sector economic operators and will be structured around three pillars: the Strategic Food Reserve, Logistics and Wholesale Distribution Services, and an Integrated Logistics and Distribution Network.

The conversion is designed to strengthen the institution's governance, oversight, transparency, financial sustainability and accountability.

The measure also envisages the progressive integration of the assets and logistics infrastructure required to fulfil EAA's institutional mandate.

The Entreposto Aduaneiro de Angola was established on 16 December 2002 under Presidential Decree No. 81/2002.

Headquartered in the Ngola Kiluanje neighbourhood, at kilometre 4 of the Cacuaco road in Luanda, the institution plays a strategic role in managing the country's food security by ensuring the storage, preservation and distribution of essential food commodities.

EAA's core mission centres on managing and operationalising the State Strategic Food Reserve — a mechanism designed to guarantee the availability of essential products, contribute to the stability of national supply and mitigate the impact of potential supply crises or price volatility in the market.

Beyond managing the food reserve, the company conducts wholesale trade activities aimed at ensuring the storage and distribution of food products across different regions of the country.

The institution also supports domestic agricultural production by purchasing output from local producers — including rice — with the objective of incentivising internal production, strengthening the supply chain and helping to stabilise food prices.
